As for what is going on?
Umm... It's an AU where Vanille and Fang both have the Focus to protect Oerba at all costs. Vanille see's this and thinks "I'm gonna make them all understand pulse better!" So she gets Cid's approval to start a class on Pulsian culture. Things are going good, she's being monitored and things are great. Until Fang decides to kill major members of the Cacoonian government in order to fulfill her focus. Then this scene happens and then... I don't know what happens.
